From Experiments to Agreements: European Perspectives on Flexible and Reduced Working Time

For this European Work-Time Network webinar, we were joined by Professor Ana B. Muñoz Ruiz and India Burgess to discuss to discuss two recent publications on flexible working and working time reduction – InnovaWorking and the ETUC’s study “Bargaining for Working Time Reduction”. The event was hosted online at 1pm Brussels time on Wednesday 24th September.

Our speakers delivered a short presentation on the subject, followed by an audience Q&A.

Meet our speakers

Prof. Dr. Ana B. Muñoz Ruiz is Full Professor of Employment Law at Carlos III University of Madrid. She received the award of Excellence from the UC3M’s Social Council in 2021, and is a member of the scientific committee of the XVI European Regional Congress, Ghent (Belgium), 2023, organised by the International Society for Labour and Social Security Law (ISLSSL). She has coordinated the European project InnovaWorking (Innovative and flexible approaches to working time) 2023-2025. In addition, Ana is the editor of the Ebook Innovative cases on working time reduction and flexible working time arrangements in Europe, University Carlos III de Madrid, 2025. She also has extensively participated in European-funded projects (Eusocialcit, GDPiR, Newefin, etc.). Finally, Ana is the designated mediator for resolution of labour collective conflicts at a national level at the “Servicio Interconfederal de Mediación y Arbitraje F.S.P.” (SIMA-FSP) state foundation since March 2020.

India Burgess is an Associate Director and Head of Funding and Advocacy at the Autonomy Institute. She is also the General Secretary of the European Work-Time Network. India frequently collaborates with stakeholders across Europe who are engaged with working time reduction via webinars, conferences and newsletters. She is the lead author of the ETUC’s study “Bargaining for Working Time Reduction”, which explores the renewed relevance of working time reduction (WTR) in today’s evolving world of work, with a particular focus on collective bargaining-led initiatives for reduced working hours with no loss in pay.
